PROBLEM TO BE SOLVED: To precisely express a load characteristic of a service wire section even in a case where the use of electricity significantly changes during a day and to eliminate estimation error during no power-generation or during rating power-generation.SOLUTION: A load characteristic regression equation calculating section 19 divides a day for each period for which the unbalance factor of load during the stop of a generator 15 in a service wire section 13 is approximately constant, and forms a plurality of load characteristic regression equations expressing the relation between a positive phase current and a reverse phase current for each of the periods. On the basis of the real part or imaginary part of the positive phase current of the service wire section 13 during the operation of the generator 15, the load characteristic regression equation selecting section 21 selects one of the load characteristic regression equations formed by the load characteristic regression equation calculating section 19. Using the positive phase current and reverse phase current of the service wire section 13 and the load characteristic regression equation selected by the load characteristic regression equation selecting section 21, a generator output estimation-calculating section 22 estimation-calculates the output of the generator. |
