PROBLEM TO BE SOLVED: To provide a hard coat film that is excellent in hard coat property as well as antiblocking property and having high transparency, a plastic substrate including the hard coat film and having excellent scratch resistance on a back surface, a composition for forming a hard coat film from which the hard coat film can be formed, and a touch panel.SOLUTION: The hard coat film has an arithmetic average roughness Ra of a surface of 3 nm or more and 6 nm or less, 300 or more and 1000 or less projections having an average height or more per 400 μmon the surface thereof, and a haze value of 2.0% or less.
