<p>PROBLEM TO BE SOLVED: To easily generate an appropriate target image.SOLUTION: In a target image generation support device 1, when an inclusion area including a defective area, in a multi-gray level object image indicating a defect on an object, and having an outer edge surrounding the defective area apart from an edge of the defective area, a first inclusion area image generation unit 311 generates an inclusion area image by applying binarization processing or edge extraction processing to the inclusion area in the object image. A display 26 displays a display image which is the inclusion area image or an image derived from the inclusion area image and indicates an outer shape of the defective area at least. An input part 27 receives an input of an operator to select the defective area from an area extracted in the display image.
