PROBLEM TO BE SOLVED: To provide a server and the like capable of simplifying the procedure of a user whose face photograph is necessary, and reducing a labor at a receptionist side.SOLUTION: In a registration system 1, a user terminal 8, a certificate camera 3 and a server 5 are connected via a network 9. The server 5 includes: data registration means for registering the personal data of a user received from the user terminal 8; key information transmission means for transmitting key information corresponding to the user to the user terminal 8 in accordance with the registration of the personal data; face photograph data registration means for receiving the face photograph data of the user the key information corresponding to whom has been read by the certificate camera 3 from the certificate camera 3, and for registering the face photograph data of the user in association with the personal data. The certificate camera 3 includes: a key information reading device 12 for reading the key information; and a control device 15 for transmitting the face photograph data obtained by photographing the face photograph of the user to the server 5.
