PROBLEM TO BE SOLVED: To perform appropriate transmission power control when inter-base station CA is applied.SOLUTION: When inter-base station CA is applied, a user terminal performs transmission power control by autonomously performing power scaling if transmission power of the user terminal has reached the maximum transmission power. For example, the user terminal includes: a transmission unit for transmitting an uplink physical channel to each component carrier; and a control unit for switching a component carrier preferentially transmitting the uplink physical channel timewise.
