PROBLEM TO BE SOLVED: To provide a method for appropriately selecting at least one cell from among a plurality of cells, that can reduce interference between small cells and that can avoid greatly affecting performance of the whole communication system.SOLUTION: A method includes the steps of: acquiring at least one of interference information on each cell of a plurality of cells, a quantity of users of a predetermined type of each cell, and an intermittent transmission history frequency of each cell, the interference information of each cell indicating an interference degree of the cell to the other cell of the plurality of cells; and selecting at least one cell that performs intermittent transmission from among the plurality of cells on the basis of at least one of the interference information of each cell, the quantity of users of the predetermined type, and the intermittent transmission history frequency. |
