PROBLEM TO BE SOLVED: To provide an insulated wire which has excellent bond strength between an internal conductor and an insulator layer covering the same, is suitable for diameter reduction, and can improve transmission characteristics of high frequency signals, and to provide a cable.SOLUTION: Provided is an insulated wire comprising an internal conductor and an insulation layer covering the same. The insulation layer contains a fluorine resin as a main component and there is a chemical bond formed between the fluorine resin and a surface of the internal conductor. The chemical bond is preferably formed by irradiation of the fluorine resin with ionization radiation. The chemical bond is preferably formed via a silane-based coupling agent having a functional group containing an N atom or an S atom. As the internal conductor, preferable is a twisted wire formed by twisting several single wires. The internal conductor preferably has a rustproof layer containing cobalt or a cobalt alloy as a main component on its surface. The cable contains the insulated wire. The cable is preferably a coaxial cable further comprising an external conductor covering an outside of the insulation layer.
