PROBLEM TO BE SOLVED: To provide a speech server capable of generating an instruction for a speech terminal related to a specific user from various applications.SOLUTION: A speech server (1) includes speech terminal specification information managing means of managing speech terminal specification information; receiving means of receiving the speech terminal specification information or user specification information, and speech information representing speech contents to be spoken; and speech instructing means of instructing the speech terminal specified with the speech terminal specification information to speak the speech contents.
