PROBLEM TO BE SOLVED: To dynamically implement scale-out of some of processing capabilities of a communication apparatus.SOLUTION: A communication system includes a communication apparatus (30-39) and an information processing apparatus (50). The communication apparatus includes one or more functions (330-340) that receive and process a packet transmitted via a communication interface (306). The communication apparatus monitors the status of a load on itself. When the load exceeds a threshold value, the communication apparatus supplies the information processing apparatus with information on a specified function among the one or more functions which cause a condition in which the load exceeds the threshold value, and subsequently transfers the received packet. The information processing apparatus receives the information on the specified function to dynamically generate a virtual apparatus including a function corresponding to the specified function, receives the transferred packet, and causes the virtual apparatus to process the received packet.
