PROBLEM TO BE SOLVED: To provide a motivation for promoting use of power storage facilities.SOLUTION: A power managing device 10 has an acquiring unit 11, a predicting unit 12, a managing unit 13 and a judging unit 14. The acquiring unit 11 acquires DR information containing a reduction value requiring reduction of incoming power and a target period. The predicting unit 12 predicts as first power information power which an electrical load 2 owned by a user 1 consumes in the target period. The managing unit 13 manages as second power information power which can be output from power supply facilities 20 which are owned by the user 1 and contain power storage facilities 21. The judging unit 14 judges that a condition for participating in an electricity transaction marketplace is satisfied when a reduction value in the target period is judged to be reachable from the first power information and the second power information.
