PROBLEM TO BE SOLVED: To provide a collection/distribution device capable of preventing that an individual is specified from information having flowed out even when the information has flowed outward in service utilizing personal information or privacy.SOLUTION: An information processing request data reception part receives information processing request data including at least terminal specification information for specifying a terminal device and processing target information that is a processing target related to the terminal device. An encryption part reads key data to an information processing execution subject of a distribution destination of the processing target information of different key data allocated in each information processing execution subject that is unity of subjects executing related information processing about the processing target information, and encrypts the terminal specification information included in the received information processing request data by use of the read key data. An information processing request data distribution part transmits the information processing request data after the encryption to the information processing execution subject of the distribution destination on the basis of the processing target information included in the information processing request data.
