<p>PROBLEM TO BE SOLVED: To provide a fluorine-containing polymer composition using a fluorine-containing polymer having short fluoroalkyl group such as a CFgroup and exhibiting excellent water and oil repellant without using a solvent having low flash point.SOLUTION: A composition contains a fluorine-containing polymer by polymerizing at least a fluorine-containing monomer (A) represented by the general formula (1), where Rf is a fluoroalkyl group having 6 or less carbon atoms, X is a hydrocarbon group having 1 to 10 carbon at atoms, Y is a hydrogen atom or a methyl group, m is the number of 0 or 1, and a (meth)acrylate monomer (B) containing no fluorine atom and a solvent (C), and contains, as the solvent (C), aliphatic hydrocarbon (C1) having the flash point of 21°C or more, which is one or more kind selected from alkane having 9 to 16 carbon atoms and hydrocarbons containing 8 to 16 carbon atoms, and a diol compound derivative (C2) which is a compound of which at least one terminal hydroxyl group is substituted by alkyl ether and other terminal is substituted by alkyl ester and/or a compound of which hydroxyl groups at both terminals are substituted by alkyl ether.
