PROBLEM TO BE SOLVED: To provide a method of manufacturing a light-emitting device capable of ensuring excellent orientation by reducing light leakage from the sides of the upper surface of a light-emitting element, and to provide a light-emitting device.SOLUTION: A method of manufacturing a light-emitting device 100 includes a phosphor layer formation step for forming a phosphor layer 40 containing a phosphor 4 on the surface of a light-emitting element 10, and a small particle part formation step for forming a small particle part 50 containing light reflective particles or light diffusion particles 5 having a particle size smaller than that of the phosphor 4, on the sides of the upper surface of the light-emitting element 10 where the phosphor layer 40 is formed. |
