PROBLEM TO BE SOLVED: To provide an optical element and a wavelength monitor capable of accurately detecting a wavelength at high speed while restricting the size.SOLUTION: An optical element includes: a branch waveguide unit for branching input light by an optical divider 12 to generate two outputs passed through waveguides 21 and 22 having a different optical path from each other; and a photosynthesis unit 30 for synthesizing the two outputs to output them as two optical signals whose optical intensity differ relative to the wavelength of the input light and that have a phase difference from each other.
