PROBLEM TO BE SOLVED: To provide a water treatment material containing a fibrillated plant fiber composite suitable for treatment of water that contains an organic substance, particularly a lipophilic organic substance and forms an emulsion, a water treatment apparatus including the water treatment material, and a water treatment method using the water treatment material.SOLUTION: A water treatment material 10 includes a fibrillated plant fiber composite 12 formed by binding a plurality of fibrillated plant fibers into a bunch or a net, or using a binder, and an outer shell 11 holding the fibrillated plant fiber composite 12 therein and having an opening. The outer shell 11 has a gap space 13 therein that is not occupied by the fibrillated plant fiber composite 12.
