Provided are the following: a turbine blade-use pre-formed body (1) with which mold positioning can be easily carried out even when using a large-size hot-forging machine; and a turbine blade manufacturing method. The turbine blade-use pre-formed body (1) is a material which becomes a turbine blade that has a blade part and a root part which are formed by hot forging. The turbine blade-use pre-formed body (1) has a main body part (2) in which a section which becomes a blade part and a section which becomes a root part, by forging, are integrally formed. A projecting part (3) that project in the axial direction is provided at both axial-direction ends of the main body part.
