PROBLEM TO BE SOLVED: To provide a base substrate sheet that is to be used for laminating a patterned transparent conductive layer (transparent electrode) of a capacitive touch panel and that is prevented from dents.SOLUTION: The base substrate sheet is to be used for laminating a transparent electrode, and has a fine mat layer on a surface of a substrate film comprising a transparent material. The fine mat layer is composed of a cured product of a curable composition comprising a matting agent in a micrometer size and an ionization radiation-curable resin as a resin component, and has a number per unit area of surface projections of 4000 to 8000/cm. The matting agent is included by 0.05 to 0.2 parts by weight with respect to 100 parts by weight of the resin component.
