PROBLEM TO BE SOLVED: To construct a fault-tolerant and stable network by setting an appropriate modulation system according to an installation environment of power line carrier communication.SOLUTION: An arbitrary power line carrier communication device relays communication data from another power line carrier communication device through a power line, thereby constructing a communication network, and an aggregation device aggregates the communication data. The aggregation device comprises: a power line carrier communication unit for transmitting/receiving communication data through the power line in a power line carrier communication system; a calculation unit 36 for calculating the number of power line carrier communication devices and traffic amount from the communication data received by the power line carrier communication unit; a communication quality measurement unit 37 for deriving communication quality from the communication data received by the power line carrier communication unit; a determination unit 38 for determining an appropriate modulation system on the basis of information from the calculation unit 36 and the communication quality measurement unit 37; and an instruction unit 39 for issuing an instruction to the power line carrier communication device so as to use the appropriate modulation system determined by the determination unit 38.
