PROBLEM TO BE SOLVED: To provide a waterproof ventilation film having air permeability and waterproofness at a level higher than that of conventional ones, and a manufacturing method thereof.SOLUTION: A waterproof ventilation film includes: a non-porous resin film having a plurality of through holes penetrating in a thickness direction; and a solution repellent layer formed on the principal plane of the resin film and having openings each at a location corresponding to each of the plurality of through holes. The through hole extends linearly and has a diameter of 15 μm or less, and the hole density of the through hole in the resin film is 1×10holes/cm-1×10holes/cm. The resin film has the through hole extending in a direction inclined with regard to a direction vertical to the principal plane of the film. The resin film has the through holes extending inclined in different directions in a mixed manner.
