PROBLEM TO BE SOLVED: To provide a power supply device and an illuminating device having a function of preventing an in-rush current.SOLUTION: A power supply device comprises: a rectification circuit rectifying an AC current supplied from a voltage source; a smoothing capacitor charged by an output current from the rectification circuit; and a normally-on type transistor connected in series between the rectification circuit and the smoothing capacitor, and restricting an output current value of the rectification circuit at the voltage application from the voltage source to an output current value higher than an output current value of the rectification circuit at a normal operation.
