The purpose of the present invention is to achieve an efficient vector quantization for AVQ encoding. A sound signal encoding device (100) comprises: a subband classification unit (105) for classifying subbands formed by dividing a frequency domain spectrum into a plurality of aurally significant first category subbands and second category subbands besides the first category subbands on the basis of at least one index of either energy or peak ; an SBP-AVQ vector generation unit (106) for generating and outputting an SBP-AVQ vector by collecting the maximum peaks from each of the first category sub-bands, while outputting the peak position information of the maximum peaks; a bit distribution unit (104) for distributing bits for the AVQ encoding to the SBP-AVQ vector and the vector of the second category sub-bands; and an AVQ encoding unit (107) for AVQ encoding the SBP-AVQ vector and the vector of the second category subbands. |
