PROBLEM TO BE SOLVED: To automatically select, of a plurality of character recognition functions, the optimal character recognition function for image data that is a processing object.SOLUTION: In an image processing system 1, when a character recognition request is issued to image data that is a processing object, such as distribution, a character data control unit 25 causes a plurality of character recognition processing units 26 recognizing characters to perform temporary character recognition of a part of the image data being a processing object as a temporary recognition object character. A character information comparison processing unit 28 determines the accuracy of the temporary character recognition by the respective character recognition processing units 26, and selects the character recognition processing unit 26 having the highest recognition accuracy as the character recognition processing unit 26 to perform the character recognition of the image data that is a processing object.
