<p>PROBLEM TO BE SOLVED: To convert a spot size independent of polarization.SOLUTION: A spot-size converter includes a silicone substrate 10, a lower clad layer 12, an upper clad layer 14, a first waveguide core 16, a second waveguide core 18, and a third waveguide core 20. The first waveguide core and the second waveguide core are juxtaposed to each other on the lower clad layer, and formed by being enclosed by the lower clad layer and the upper clad layer. The third waveguide core is formed on the first waveguide core and the second waveguide core, with the upper clad layer interposed therebetween. The first waveguide core and the second waveguide core are juxtaposed close to each other, the width of the first waveguide core is narrower than the width of the second waveguide core, and a center-to-center distance between the first waveguide core and the second waveguide core is spread from an input side toward an output side.
