<p><P>PROBLEM TO BE SOLVED: To determine a heat use unit price according to use situations of sequentially changing heat discharge and heat collection in heat accommodation. <P>SOLUTION: A first communication unit 12 receives information on heat use in each base from a communication device 2 provided in each of bases, at predetermined time intervals. A heat charge calculation unit calculates a unit price of heat medium in each base on the basis of information on the heat use in each base that has been received by the first communication unit 12, and outside air conditions.
