<p><P>PROBLEM TO BE SOLVED: To provide a traffic signal controller capable of realizing safe lighting control by avoiding influence caused by abnormality even if the abnormality of a signal wire (a communication wire) and the like occurs. <P>SOLUTION: A sub circuit 11 determines whether or not a CPU 10 is normal and sends out a determination result to a monitoring circuit 12 at a prescribed time interval. The monitoring circuit 12 monitors the determination result sent out by the sub circuit 11 and determines whether or not the sub circuit 11 is normal depending upon whether or not the determination result determined by the sub circuit 11 can be obtained. For example, in the case where the determination result sent out from the sub circuit 11 at the prescribed time interval cannot be obtained at the prescribed time interval, the monitoring circuit 12 determines the sub circuit 11 to be abnormal.
