<p><P>PROBLEM TO BE SOLVED: To provide a train radio communication system that certainly performs communication also in a train which performs high-speed traveling by installing a plurality of sets of intensive radio devices in the train and furthermore, and measures communication quality in consideration of train speed. <P>SOLUTION: Communication is ensured also in the train which performs high-speed traveling by receiving a radio packet 6 which a terminal radio device 3 transmits, with a plurality of sets of intensive radio devices 4-a and 4-b installed in different positions in the trains 1.
