Disclosed are a filter for inversely transforming a plurality of coefficients generated after spatial domain pixel values are transformed based on a basis function where a phase is changed, and a method and an apparatus for performing interpolation by using the filter. The apparatus for interpolating an image according to an embodiment of the present invention comprises: a filter selection unit; and an interpolation unit generating at least one pixel value by fractional pixel units.
