[Problem] To provide a dye-based polarizing element or a dye-based polarizing plate wherein there is no elution or precipitation of azo compounds even if moisture is retained due to a humidification process or a water immersion process. [Solution] Provided is a polarizing element comprising a polyvinyl alcohol-based resin film that includes at least one kind of azo compound and has undergone a stretching process, said polarizing element being characterized in that the film contains no more than 70 ppm of an amine compound. Alternately provided is a polarizing plate provided with the polarizing element.
