PROBLEM TO BE SOLVED: To provide a water treatment apparatus and method, capable of surely removing suspended components attached to an immersion membrane and stably producing highly purified water and recycled water from discharge water.SOLUTION: An immersion membrane-type water treatment apparatus separates suspended components with a membrane module 12 immersed in water to be treated which contains the suspended components, so that treatment water is produced. Air diffusing means 14 which diffuses air toward the membrane module and ozone diffusing means 15 which diffuses an ozone-containing gas toward the membrane module are disposed under the membrane module, so that the air and the ozone-containing gas are simultaneously diffused toward the membrane module. The suspended components attached to the membrane module are oxidized by a chemical oxidation reaction caused by ozone in the diffused ozone-containing gas, and removed by the physical vibration caused by the diffused air bubbles.
