The present invention is provided with: a substrate having light transmitting properties; a light dispersion section formed at a predetermined height at one surface of the substrate; a light shielding layer formed at a thickness lower than the height of the light dispersion section at a region of the one surface of the substrate other than the light dispersion section; and a buffer layer provided to the surface of the light dispersion layer at the reverse side from the surface opposing the substrate. The light dispersion section has: a light exit end surface that contacts the substrate; and a light entrance end surface that opposes the light exit end surface and has an area greater than the area of the light exit end surface (a). The buffer layer mitigates the stress imparted on the light dispersion member while elastically deforming when stress is imparted from the substrate side.
