The purpose of the present invention is to provide a manufacturing method and manufacturing system for frozen fish meat products with which the external color of red fish meat can be improved while maintaining freezing quality, and a frozen red fish meat product. A frozen fish meat product manufacturing method for manufacturing frozen red fish meat products, the method being provided with: a freezing process for cooling the red fish meat and freezing the entire red fish meat from the surface layer to the core; a surface layer-thawing process for thawing the surface layer of the red fish meat, which has been frozen in the freezing process, by heating the red fish meat from the outside; and a re-freezing process for stopping the heating after the surface layer has been thawed in the surface layer-thawing process and subsequently re-freezing the surface layer of the red fish meat at a slower freezing rate than the freezing rate in the freezing process.
