PROBLEM TO BE SOLVED: To provide compositions for polyurethane foam having environmental suitability such as excellent thermal insulation, low flammability, low ozone depletion potential and low global warming potential, and polyurethane foams using the same.SOLUTION: A foam-forming composition comprises cis-1,1,1,4,4,4-hexafluoro-2-butene and a poorly compatible active hydrogen-containing compound (A) having two or more active hydrogens, and preferably further comprising a highly compatible active hydrogen-containing compound (B) having two or more active hydrogens. Also disclosed is a polyurethane foam using the composition. The compound (A) is preferably a polyester polyol, and the compound (B) is preferably a polyether polyol.
