This invention reduces the measurement burden on, and the amount of information reported by, a user terminal in a wireless communication system in which a plurality of component carriers (CCs) are used in each small cell inside a macrocell. This macro base station transmits, to a user terminal, measurement-instruction information containing an instruction to measure the received power of a measurement signal for a specific CC in each small cell. The macro base station then receives, from said user terminal, a measurement report that includes the received power of the measurement signal for the specific CC. On the basis of the received power of the measurement signal for the specific CC, the macro base station calculates a measurement-signal reception quality for each of the plurality of CCs.
