To appropriately control the on/off state of a small cell (a small base station) in an architecture in which small cells and macrocells are positioned so as to overlap. This base station, which switches between an on state, a DTX state, and an off state and serves a small cell that is positioned so as to overlap a macrocell, has the following: a detection unit that detects an uplink signal transmitted by a user terminal; a control unit that controls a transition from the off state to the DTX state on the basis of the detection of the aforementioned uplink signal; and a transmission unit that transmits a detection/measurement signal in the DTX state. The control unit controls a transition from the DTX state to the on state on the basis of information sent in accordance with a measurement-report result from the user terminal, said user terminal having received the aforementioned detection/measurement signal.
