Embodiments of the present invention provide a signal measurement method, a user equipment, and a base station. The signal measurement method comprises: a user equipment measuring a received signal on a time-frequency resource in part or all of subframes to obtain a first measurement result and a second measurement result; and obtaining, according to the first measurement result and the second measurement result, information indicating channel quality. By means of the embodiments of the present invention, the influence of a cell in a closed state can be taken into consideration, and accordingly, a measurement result can be accurately obtained.
