A power-storage-cell management device (10) having: a price-information acquisition unit (11) for acquiring power-purchase-price information expressing the purchase price of power during each period of time for power supplied from a power grid; a discharge-reserve-information acquisition unit (12) for acquiring discharge-reserve information expressing the amount of power which a power-storage cell is capable of supplying to a load; and a discharge-schedule generation unit (13) for using the power-purchase-price information and the discharge-reserve information, and generating a discharge schedule for determining an upper limit to the amount of power which the power-storage cell is to discharge for each of a plurality of discharge periods divided up according to time period units.
