[Problem] To provide a low-power-consumption short-range radio communication system capable of performing ad hoc communication between communication devices without requiring a server (central). [Solution] Attention is paid to communication that is performed in order to detect the presence of a nearby device in a stage prior to connection establishment in low-power-consumption short-range radio communication, for example, to an advertisement packet (or a scanning packet) in the case of Bluetooth Low Energy, and a mechanism that enables high-speed communication and device-to-device ad hoc communication by transmitting and receiving various kinds of information including unique identifiers of the devices with the giving and receiving of the packet is devised.
