The present invention relates to the technical field of mobile communications, and particularly, to a method for adjusting a cell network camping policy. The method comprises: a network side device determining whether a first cell is in a heavy traffic scenario according to traffic statistics of the first cell; the network side device determining whether the first cell is a tendency camping cell; and after the network side device determines the first cell is in the heavy traffic scenario and the first cell is a tendency camping cell, the network side device adjusting network camping policies of the first cell and a second cell to random camping, the first cell and the second cell being inter-frequency neighboring cells in same coverage. In the method disclosed in the present invention, in a heavy traffic scenario, if a target cell is determined to be in tendency camping, the cell is adjusted to be random camping, so that when heavy traffic scenario services burst, the burst services can be randomly accessed to available carriers, thereby relieving a system jam, improving the client experience, and ensuring a system capacity of a system under a impact that is multiple times of normal impacts. |
