<p>The present invention is provided with: a grouping means (S2) for grouping a plurality of orders (S) capable of being processed during approximately the same period by one ship (A-D) as one order (G); order-combination extraction means (S3-S7) for extracting the order (G) combination that each of a plurality of ships (A-D) is capable of processing, for each ship (A-D), while allowing duplicate processing in which one order (G) is processed by a plurality of ships (A-D); a one-time-processing combination extraction means (S8) for extracting, from the order (G) combinations, an order (G) combination in which each of the plurality of orders (G) is processed one time, while removing order (G) combinations in which one ship (A-D) processes in duplicate; and a low-cost combination extraction means (S9) for extracting an order (G) combination having a low processing cost in comparison to the processing cost associated with each order (G) combination, when the one-time processing combination extraction means (S8) extracts a plurality of order (G) combinations.</p> |
