An array substrate comprises a base substrate (1), a sub-pixel region, and an insulation layer (13). The sub-pixel region is located on the base substrate (1). The sub-pixel region is provided with a first electrode (11) and a second electrode (12). One of the first electrode (11) and the second electrode (12) is a common electrode, and the other one is a pixel electrode. The insulation layer (13) is located between the first electrode (11) and the second electrode (12). The sub-pixel region comprises an opposite overlapped region (a) and a non-opposite overlapped region (b) between the first electrode (11) and the second electrode (12) that are located on different layers. A hollow-out region that is at least corresponding to the non-opposite overlapped region (b) is disposed on the insulation layer (13). The array substrate is used for providing a low-power consumption liquid crystal panel.
