Specifically, the rearranging unit rearranges the information data in such a way that continuous Kmax×(q−1) pieces of information data after rearrangement are contained in different information packets. The rearranging unit distributes the information data to information blocks from a information packets, where n satisfies the formula Kmax×(q−1)≦n.

an erasure correction coder structured to generate an erasure correction coded signal by performing erasure correction coding of a packet signal using a coding rate selected from a coding rate group of different combination according to information relating to a bit length of the packet signal; an error correction coder structured to generate an error correction coded signal by performing error correction coding of the erasure correction coded signal; and a transmitter structured to output the error correction coded signal to a communication path.
