　Provided is a base substrate sheet used to laminate a patterned transparent electroconductive layer (transparent electrode) of a capacitive touch panel, in which denting is prevented. The base substrate sheet provided by the present invention is used to laminate a transparent electrode. A fine matte layer is provided on the surface of a substrate film formed from a transparent material. The fine matte layer comprises a cured product of a curable composition containing an ionizing-radiation-curable resin as a resin component and a micrometer-size matting agent, the number of convex features on the surface of the fine matte layer per unit area being 4000 to 8000 per cm2. The matting agent is contained in a range of 0.05 to 0.2 weight parts per 100 weight parts of the resin component.
