An electro-conductive member according to the present invention has an electro-conductive support layer, and a surface layer having a net-like structure wherein electro-conductive fibers are formed on the outer circumferential surface of the support layer. The electro-conductive fibers have ion conductivity, and the arithmetic mean value of the top 10% of the fibers in terms of the fiber diameter is 0.2 - 15.0μm. Furthermore, the surface layer always satisfies prescribed conditions.
