<p><P>PROBLEM TO BE SOLVED: To satisfy need for compressing encoded information and reducing the entire code amount in an image encoding method using motion compensation prediction. <P>SOLUTION: A predicted motion vector candidate generation part 220 predicts from one of a decoded block adjacent to a decoding object block within the same picture as the decoding object block, and a decoded block at the same position as the decoding object block or at a peripheral position within a picture different from the decoding object block, and generates a plurality of predicted motion vector candidates. When a predicted motion vector from a time direction predicted from the decoded block at the same position as the decoding object block or at the peripheral position within the picture different from the decoding object block is predicted from a motion vector crossing the decoding object image on a time axis, priority order of the predicted motion vector from the time direction is raised and the predicted motion vector is registered in a predicted motion vector candidate list. <P>COPYRIGHT: (C)2013,JPO&INPIT</p> |
