<p><P>PROBLEM TO BE SOLVED: To provide a stop valve device capable of avoiding extension of a construction period and an increase in cost by effectively reinforcing packing so as to lengthen its life, and a tunnel excavator equipped with the device. <P>SOLUTION: A stop valve device includes a jack 62 which is attached to a base end side of a straight pipe portion 50a formed by making a branch pipe portion 50b branch off in a Y-shape, and a rod-like piston 63 which is attached to a leading end of a piston rod of the jack 62 and which can slide in the straight pipe portion 50a so as to pass through the branch portion.
