<p><P>PROBLEM TO BE SOLVED: To provide a detection system for an abandoned or removed object, the system capable of providing a short footage of image of the abandoned or removed object for the purpose of searching a responsible person. <P>SOLUTION: A detection system for an abandoned or removed object includes: a monitoring camera 20 that shoots an image of a monitoring area; a recorder 32 that stores the shot image; an abandon-or-remove determination unit 103; an output image creation unit 106 that cuts out an output image from the image stored in the recorder 32; and a monitor 30 that displays the output image. When the abandon-or-remove determination unit 103 has determined that a foreign object was abandoned or removed, a cutout range creation unit 105 creates a cutout range based on a predetermined period including the location of the foreign object and a predetermined time including the time when the foreign object is abandoned or removed.
