<p><P>PROBLEM TO BE SOLVED: To apply a secrecy communication system and a device that can improve safety strength and reliability of secrecy communication executed in each call (session). <P>SOLUTION: A secrecy communication device of the invention encrypts and transmits/receives voice data to/from an opposite device. The secrecy communication device has: cipher processing means for being able to use a plurality of kinds of cryptographic algorithm and encrypting and decrypting voice data according to instructed cryptographic algorithm; speaker recognition means for performing speaker recognition of the voice data of a far end speaker or a near end speaker after a call is established and shifted to a conversation state; and algorithm determination means for determining the kind of the cryptographic algorithm applied by the cipher processing means based on the result of the speaker recognition and instructing the cipher processing means.
