A method of operation of a base station is disclosed in which the base station may operate on a carrier channel and may be a member of a group of such base stations within a network. The method comprises establishing the presence of an adjacent base station outside the group, which base station operates on a carrier channel at least partially overlapping the carrier channel of the base station and determining a degree of association between the base station and the adjacent base station with reference to other group members. The method further comprises setting at least one of a maximum downlink power for transmissions from the base station and a maximum uplink power for transmissions from user equipment devices attached to the base station, based on the degree of association between the base station and the adjacent basestation. Determining a degree of association between the base station and the adjacent base station comprises determining whether the adjacent base station was detected directly by the base station, or by a neighbour base station within the group. The group of base stations may be small cells (e.g. femto-cells) deployed within a building (enterprise mode) with the adjacent base station being a macro cell.
