<p><P>PROBLEM TO BE SOLVED: To allow a recognition target area to be easily set with a high-resolution camera. <P>SOLUTION: The resolution and frame rate of video are controlled, and the size of a moving body is recognized from the video controlled to be the upper-limit resolution. Based upon the recognition result, the resolution of the video is determined. Further, the moving speed of the moving body is recognized from the determined resolution and video of a predetermined area controlled to be the upper limit of a possible frame rate for the resolution, and the frame rate of the video is determined based upon the recognition result.
