<p><P>PROBLEM TO BE SOLVED: To provide a free access floor capable of retaining the water discharged from a sprinkler during fire between a floor slab and a floor panel without huge cost. <P>SOLUTION: A free access floor 1 has a double floor structure with a floor panel 2 which is arranged above a floor slab 3. The floor panel 2 is formed of a material having water permeability.
